Hazel A. Cunningham
Administrative Services Manager

Hazel joined the District in February 1996 bringing with her a varied administrative and technical background. Ms. Cunningham’s career spans many years in customer service and management positions within the food and communications industries. Hazel has been instrumental in implementing the District’s computer and billing systems.

As Administrative Services Manager, Hazel’s responsibilities include overseeing the office and all office systems to ensure that the administration of the Sanitary District is carried out in an effective and efficient manner.

Penny Cook

Penny is responsible for performing a variety of secretarial duties including clerical support for the Board of Directors and General Manager. She is also responsible for performing various accounting functions.



Marilyn Richmond

Marilyn is primarily responsible for answering telephones, routing calls to appropriate staff, greeting customers, and responding to basic questions.  Marilyn will gladly assist you with any questions you might have.

 



Tori N. Sawyer
Controller
 

Tori has over ten years experience in accounting and has been with the District since 2004. Tori is a native of Arizona and received a Bachelor of Science degree in Accountancy from Arizona State University in 1996.

Tori has wide ranging accounting experience including financial management, tax preparation, financial statement compilation, audits of government entities, and payroll and bookkeeping services. Receiving her Certified Public Accountant license in 1998, Ms. Sawyer has applied her training in various business environments. Just prior to joining the Fountain Hills Sanitary District, Tori spent five years as the Controller of a Phoenix based corporation.



Christopher D. Kiriluk, P.E.

Chris got his start in the wastewater field in 1992 as a lab technician for the New Kensington Sanitary Authority, near Pittsburgh, PA.  Chris received a Master of Science degree in Civil and Environmental Engineering in 1999 from the University of Pittsburgh.  After moving to Arizona in 1999, Chris worked three years for Gannett Fleming as a project engineer.  Chris is a registered professional engineer and has a Grade 4 certification as a wastewater treatment plant operator.  Mr. Kiriluk's duties for the District include reviewing sewer infrastructure plans for new development in Fountain Hills, permit review for private and commercial projects, renewing and applying for permits, and assisting the General Manager with his duties.
